About Germany

Germany is a USD 3.8 Trillion economy. The country is home to 83 million residents and approximately ~1.7 Non-Resident Indians (NRIs) and Persons of Indian Origins (PIOs). On an average, the final consumption expenditure accounts for approximately USD 2.5 Trillion, approximately 70% of the GDP, indicating a large consumption market.

Germany trade profile

Germany is a USD 1200 Bn import market. ~40% of the import demand is catered by exports from China, the USA and European countries like Netherlands, Poland, France, Italy, Spain etc. Germany’s imports have grown from USD 1,056 Billion in 2016 to USD 1286 Billion in 2018.
China contributes to 10% of imports to Germany. The top 10 countries contributing to 57% of the country’s imports are China, Netherlands, USA, France, Italy, Poland, Czech Republic, Switzerland, Austria and Belgium. India’s contributes to ~1% of Germany’s imports. A detailed list of key countries exporting to Germany is attached in annexure 01. India and Germany’s bilateral relations are based on several institutionalized cooperation arrangements to discuss bilateral and global issues like, the Indo-German Energy Forum, Environment forum, S&T committee and joint working groups in various fields like, skill development, automotive, agriculture, tourism, etc. For facilitating bilateral trade, a fast-track system for German companies has been operating in DPIIT since March 2016. A joint statement was signed in April 2019 for setting up a similar arrangement for Indian companies in Germany. India’s export market is largely characterized by exports from top 10 sectors like, Mineral fuels & oils, apparels, pharmaceuticals, articles of leathers, machinery, articles of iron and steels, textiles articles, electricals & electronics, footwear, road vehicles, organic chemicals, etc. as shown in table below. The select sectors contributes to 67% of Germany’s imports. The table also discusses the percentage share of the sector in India’s exports globally and the contribution of India’s exports to Germany’s imports of that sector at a HS 2 level. Uttar Pradesh’s exports to Germany

The exports from Uttar Pradesh to Germany grew at a CAGR of 13.6% in the last 5 years. Uttar Pradesh exported a total of USD 1,094 Mn value of commodities to Germany in 2021. The double digit CAGR rates and a rebound growth of 145% in 2021, from USD 446 Mn in 2020 to USD 1,094 Mn in 2021, indicates a break in the COVID induced slowdown and the potential for growth of UP’s exporters in the German market.
The top 12 sectors that contributes to approximately 80% of UP’s exports to Germany during the last 3 years are summarized in the table below. Export growth rate of 5 particular sectors in Germany is higher than the growth rate of UP’s exports in all markets. These highlighted sectors, i.e., electricals & electronics, leather goods, engineering goods, organic chemicals and Vehicles & auto-components, are identified as the drivers of Uttar Pradesh’s export growth in Germany. Potential opportunities for exporters of Uttar Pradesh considering Germany as a target market

Uttar Pradesh’s export capabilities resonates with a large section of consumer demand in Germany. The priority sectors are classified based on their RCA scores to identify the relevant export promotion strategies. The traditional sectors for which UP has a competitive advantage are selected for scaling up globally. Similarly, the sunrise sectors are selected for product development and market diversification to boost exports as shown in Figure 5. Also, the state government has shortlisted products with a high export potential for each district of the state under the ‘Districts as Export Hubs’ initiative.

Considering the leading sectors that are being imported in Germany, the trends in sectoral demand and product manufacturing and export capabilities of Uttar Pradesh, select sectors are identified and prioritized for scaling up and diversification. The priority sectors shortlisted are classified based on the relevant strategy of export promotion, i.e., supporting scaling up or supporting diversification. The sectors with significant manufacturing and exports volume to Germany are strategically selected for scaling up of exports. The sectors with appreciable manufacturing volume, but low level of exports from UP to Germany are selected for market diversification. Priority sectors are identified for the exporters of Uttar Pradesh based on their import demand in Germany, India’s exports to Germany and UP’s exports to Germany. The table below summarizes the top 10 sectors shortlisted for UP’s exporters to venture into. A comprehensive detail for the select 10 sectors at a HS 6 level is described in annexure 3. At a country level, the export trends are analyzed to identify country level strategies for export promotion as described in table 3. Further, to support exporters of the state in scaling of exports, the government of Uttar Pradesh through Export Promotion Bureau – Uttar Pradesh and Uttar Pradesh Export Promotion Council has planned to undertake the following initiatives: 1. Identifying and connecting with Sectoral bodies (for priority sectors) based in Germany 2. Identifying importers and their sourcing needs 3. List of key events where UP's exporters shall participate 4. Facilitate visit of German Importers to UP in key trade events that may be organized by Government of Uttar Pradesh 5. Identification of online platforms where UP's exporters should register for exporting their products to meet sourcing requirements of German importers
